Inbound Activity
The receive side of the pipeline. De-ID accepts a C-STORE object, de-identifies it,
and seals it into the outbound spool before it ACKs — so accepted objects flow straight to
Outbound Queues. Receive failures are rejected back to the sender (not retained).
PHI-free (counts / AE / modality only). Non-device software (FD&C Act §520(o)(1)(D)).

Receive Outcomes
Accepted = de-identified and sealed into the outbound spool (the forward path).
Quarantined = held by the content gate (embedded-PHI risk).
Rejected / Failed = the C-STORE was refused; the sender re-sends (nothing is retained here).
