Outbound Queues
The durable outbound spool — de-identified objects awaiting forward, drained automatically. Retry-exhausted forwards move to Send Failures. Non-device software (FD&C Act §520(o)(1)(D))
Outbound Spool
De-identified objects sealed on receive and awaiting forward to the downstream. The drain forwards them
continuously with retry/backoff; a healthy spool trends toward empty. A persistently growing spool means the
downstream is unreachable — check the destination on Settings.

Send Failures
