Send Failures

Retry-exhausted forwards (the dead-letter queue) — held sealed for re-send or purge. Non-device software (FD&C Act §520(o)(1)(D))

These are de-identified objects that could not be delivered downstream after exhausting their forward retry budget. Objects still retrying appear on Outbound Queues; content-gate holds appear on Quarantine. A non-empty list is the actionable signal that instances did not reach the archive.

Send Failures

Re-send re-queues the object into the outbound spool for another forward pass (audited); Purge permanently deletes the sealed object (audited). Fix the downstream first (check the destination on Settings), then re-send.
